In Dover, Fire Department Sgt. Paul Haas said Saturday evening that the decision of whether to open shelters in Dover will be made depending on weather conditions Sunday. If shelters are opened, they will be housed at the Dover Baptist Church on Washington Street and at Dover Middle School, Haas sai
