In accordance with the invention, an optical waveguide comprising a longitudinally extending core housing an optical grating and a cladding layer peripherally surrounding the core, is provided with an outer surface of the cladding layer having one or more perturbations. A method of transmitting information over a feed back channel of a communication system that has multiple antenna systems is provided. Long term channel condition information is obtained from received measured and/or calculated channel parameter values. The obtained long term channel condition information is arranged in a particular manner and transmitted over a defined time period during which the long term channel condition information varies relatively slowly. Because the long term information remains relatively constant for one or more defined time periods, the amount of bandwidth needed to communicate this value is small because it need only be communicated occasionally. Thus only a small bandwidth needs to be allocated for transmitting this long term information.

Abstract:
A cell-array battery is disclosed having end-of-life cells that can be activated at the end of a battery's life to, illustratively, neutralize the toxic chemicals inside the battery. In one embodiment, neutralization of the electrolyte in the battery is achieved through immobilization of the electrolyte at the end of the life of the battery by, for example, a vitrification process. Using electrowetting techniques, the electrolyte is made to contact a neutralizing substance between the nanostructures in one or more end-of-life cells, thus causing a reaction that results in the electrolyte becoming immobilized by, for example, a polymer substance. In a second illustrative embodiment, when the electrolyte contacts the substance between the nanostructures in one or more end-of-life cells, the chemical composition of the electrolyte is changed into a less toxic chemical compound, thus neutralizing the electrolyte.
