It was the third attempt by Rep. Brian Clem, D-Salem, who co-sponsored the bill with Rep. Ben Cannon, D-Portland. Agencies can give a differential of as much as 10 percent more for Oregon goods and services, and an additional preference can be given to a bidder living or headquartered in Oregon.
