Abstract:

A computerized network empowers senders to transfer funds and recipients to receive funds at any time anywhere over the world through user-accessible terminals such as ATM terminals, check-cashing kiosks, supermarket checkout stands, etc. There is no need for either the sender or the recipient to open an account with any financial institution; provided they each use an official identification document to complete the transaction. Furthermore, the disclosed network collects and verifies senders' and recipients' identification information in accordance with the anti-money laundering, anti-terrorist financing, and anti-fraud regulatory requirements, such as the Bank Secrecy Act and the USA PATRIOT Act in the United States and any equivalent laws in other countries.

A method to enforce anti-money laundering, anti-terrorist financing and other anti-crime measures in compliance with the Bank Secrecy Act and the USA PATRIOT Act in the USA or equivalent laws in other countries, and to reduce fraud in e-commerce activities such as online banking, trading, money services, shopping, etc. by reading the embedded identification information from a machine-readable government issued official identification document such as passport, driver's license, etc. and sending such information in a dynamically encrypted form to financial institution for approval and anti-money laundering, anti-terrorist financing and other anti-crime purposes. Furthermore, a set of methods can be used by the sender to dynamically encrypt the data in a different form in each transaction, and the recipient can be automatically synchronized to decrypt the received data based on said set of methods.

Anti-fraud measures are provided for a point-of-sale transaction using various consumer-oriented financial instruments such as credit cards, debit cards, and checks. Through a network, the payer is authenticated by a machine-readable official identification document and the availability of funds is verified by the payer's financial institution before the transaction is completed and the funds are immediately secured during the transaction. The entire transaction is securely verified and maintained in such a way that no party has a chance to alter any part of the transaction.
