The system may be configured to identify minimum skills for development of a software tool, identify elements of the software tool to be provided, establish a maximum timeline for completion of the elements of the software tool, based on the elements identified, and determine a proficiency status level appropriate to complete the development of the software tool based on both the identified skills and the elements.
