The present invention is generally directed to a system for recovering COfrom seawater or aqueous bicarbonate solutions using a gas permeable membrane with multiple layers. Provided a system and method for detecting an event while discriminating against false alarms in a monitored space using at least one sensor suite to acquire signals, transmitting the signals to a sensor system device where the signal is processed into data packets, transmitting the data packets to a data fusion device, where the data packets are aggregated and algorithmic data fusion analysis is performed to generate threat level information. The threat level information is distributed to a supervisory control system where an alarm level can be generated when predetermined criteria are met to indicate the occurrence of an event in the monitored space.

A digital linked compressor-expander telecommunications system (Lincompex), is implemented using a general purpose digital signal processor wherein the compression and expansion functions are performed by blocks of programmed code. Input audio analog signals are converted to parallel data digital signals thereupon the digitial signals are input for processing. After processing, the resultant signals are passed to a 16-bit digital-to-analog converter where either the compressed or expanded digital voice data signal is converted back into an audio frequency analog signal for either transmission or communication on an output device.

A method for using an electrochemical cell to continuously acidify alkaline water sources and recover carbon dioxide with simultaneous continuous hydrogen gas production. The electrochemical cell has a center compartment, an electrolyte-free anode compartment having a mesh anode in direct contact with an ion permeable membrane, an endblock in direct contact with the anode where the endblock provides a gas escape route behind the anode, an electrolyte-free cathode compartment having a mesh cathode in direct contact with an ion permeable membrane, and an endblock in direct contact with the cathode where the endblock provides a gas escape route behind the cathode. Current applied to the electrochemical cell for generating hydrogen gas also lowers the pH of the alkaline water to produce carbon dioxide with no additional current or power.
