A system () and method for the induction of a fluid into the combustion chamber () of an internal combustion engine comprising a cylinder head () having at least one intake port () communicating with at least one combustion chamber () via a valve seat () disposed about the intake port (), and at least one intake valve () provided with a valve head () having a valve face () engageable with the valve seat (). The valve head () is connected to an elongate valve stem () that is mounted in the cylinder head () for controlling the intermittent flow of fluid from the intake port () to the combustion chamber (). The system also includes first and second flow passages () that tangentially converge with the intake port () about the valve stem (), preferably at the same acute angle relative to the valve stem and from substantially opposite directions, for setting in motion a balanced and complementary swirl of the fluid about the valve stem () in a clockwise or counterclockwise direction through intake port () towards combustion chamber ().
