Defying Canon and Civil Laws, Diocese Failed to Stop a Priest
The bishop had advance warning about Father Ratigan, well before pornography was discovered on the priest's laptop. Julie Hess, the principal of the parochial school, next door to St. Patrick Parish where Father Ratigan served, had sent a memorandum in May of 2010 to the diocese, which said:
Finn acknowledged earlier this year that St. Patrick's School principal Julie Hess had more than a year ago raised concerns that a priest was behaving inappropriately around children, but that he didn't read her written report until after Ratigan was charged.
Julie Hess, principal of St. Patrick School in Kansas City, North, outlined her concerns about Ratigan in a letter to the diocese vicar a year ago. That was an act of courage; school officials are expendable in the Catholic hierarchy.
