Knapp said the suspect was Lee Welch, 27, of Catskill. The female shooting victim was his wife, Jessica Welch, also of Catskill. The couple had lived together but Jessica Welch moved to Mt. Vernon, in Westchester, following domestic violence incidents that landed Lee Welch in jail.Lee Welch Jan. 28 was arrested in Greene County and charged with third-degree assault, a misdemeanor, in connection with an incident involving the woman shot Friday. He was released after posting $1,000 cash bil. On Jan. 31, he was arrested in Greene County and charged with first-degree criminal conJessica Welch's family members believed she was in danger and convinced her, two weeks ago, to relocate to Mt. Poughkeepsie police identified the suspect as Lee Welch, 27. Welch shot and killed veteran Poughkeepsie police officer John Falcone, 44 while fleeing the scene of his wife's shooting early Friday afternoon, police officials said.According to Poughkeepsie Police Chief Ronald Knapp, the gunman's wife, Jessica Welch, 28, had planned to meet her husband at the parking lot to pick up a car owned by the estranged couple. Knapp said Lee Welch had been arrested two weeks earlier for assaulting his wife.Police responded to reports of a shooting at the parking lot around 1 p.m. Friday. Upon arriving, officers confronted Lee Welch as he attempted to flee the scene with his son. The officers took the child away from him. Welch then opened fire, killing Falcone. Welch later shot himself, police said.
