Abstract:

A computer includes a processor and a memory storing data and executable instructions to operate a municipal financial guaranty mutual insurance company. The processor processes the data and executable instructions to track insurance premiums paid by members of the municipal financial guaranty mutual insurance company, monitor private investment capital into a holding firm, follow the investment of a first subset of the private investment capital of the holding firm into the municipal financial guaranty mutual insurance company in exchange for first promissory notes, track a second subset of the private investment capital of the holding firm into a reinsurance firm, follow the investment of a segment of the second subset of the private investment capital of the reinsurance firm into the municipal financial guaranty mutual insurance company in exchange for second promissory notes, and manage reinsurance firm first loss claims from the municipal financial guaranty mutual insurance company.

Support is provided for input and output video sequences with variable frame rate and variable shutter angle across scenes, or for input video sequences with fixed input frame rate and input shutter angle, but allowing a decoder to generate a video output at a different output frame rate and shutter angle than the corresponding input values. Techniques allowing a decoder to decode more computationally-efficiently a specific backward compatible target frame rate and shutter angle among those allowed are also presented.

Abstract:

Embodiments relate to instrumentation configuration for emergency response. Initially, instrument profiles are obtained from an instrument data source, where each instrument profile corresponds to an instrument for emergency response. Criteria are applied to each of the instrument profiles to determine performance scores for the instruments. Scenario sensors are used to collect real-time measurements at a geographic location of an emergency. At this stage, scenario parameters comprising the real-time measurements are obtained from a scenario data source. Each instrument profile is evaluated based on the scenario parameters to determine a suitability index. The performance score and the suitability index of each instrument profile is combined to determine an instrument rating. An instrument subset is selected from the instruments based on the instrument ratings. An instrumentation configuration for the instrument subset is generated, where the instrumentation configuration is used to deploy at least one instrument on a response vehicle or instrument platform.
